About Us

The PASCAL Observatory provides an international strategic information tracking and sharing service on Place Management, Social Capital and Learning Regions in support of sustainable development based in experience and evidence of what works. It is an international research and policy development alliance which aims to develop, communicate and explain new and emerging ideas in these areas. PASCAL is an alliance of RMIT University, University of Glasgow, State Government of Victoria, the Scottish Executive Scottish Communities and Kent County Council. It is founded on the presumption that there is considerable work to be done to enable regional governments and associated policy-makers to benefit fully from emerging research and learning about how best to foster balanced and sustainable economic and social development in their regions. It offers a single, online portal which brings together relevant documents, analysis, news, events and research, providing easy, cost effective and efficient access to relevant and useful information. The central purpose is to enable the effective delivery of policies that improve the quality of living and working circumstances at local and regional levels, recognising the importance of learning, social capital and the necessity of partnership for the successful implementation of policy. Products and Services: The following services are currently available:

  • regular briefngs on emerging issues, prepared by staff within the Observatory
  • an electronic library providing details of relevant policy, research and programmes associated with successful interventions of various kinds
  • notes on current demonstration projects which demonstrate the potential and achieved benefits from public/private partnership initiatives

  • a monthly newsletter by email which notifies users of recently published papers, reports, research, books and forthcoming conferences.
