This paper argues that three broad models of service delivery in the community sector can be identified: the 'welfare' model, the 'community development' model and the 'place management' model. This provides a useful framework for better understanding and evaluating where community service programs lie with respect to current thinking and practice in delivering services to the disadvantaged.
